Neither...it's the store's decision to cut the loss and get people to buy stuff at their store.  You really can only go to a couple stores on Black Friday...the lines are too long usually.

 

Anyway, even if Nintendo cut the price themselves, I'm sure they'll sell plenty of copies to make a profit...

 

Also, the game will have been out for 2 weeks by this date, and Black Friday has the best deals of the year, period, so it's not bad at all.

Nevertheless, I'm going to Toys R Us next week to get Mario Galaxy and then recieve a $25 gift card...can't beat that.
