Not as of late. He is being iffy. ALso 7.6 IS a horrible score when the worst thing you can find about the game is load times.

I don't think reviews should start at 10.0 and then you pull a few points off each time the reviewer criticizes something about a game and you get the proper review score, but if that is what this reviewer does then I suppose it is too low for few complaints.
