Could they not have done somethig similar for the console version of Risen? And if this is true couldn't they have used this technique even on the PC version where they could have opened the game up to more users by having a lower system spec? Well, either way, I'll be getting this off Steam soon enough.

Exactly. I don't think Risen uses a bubble system, that might be the problem of the X360 version. So their solution was to compress and blur all the textures instead, no matter the view distance.
(I'm just speculating)
