I don't think it is set in stone just yet. NSMB, Wii Fit+, Tales of Graces and Crystal Bearers(won't be anywhere near as big as FFXIII, but will still push consoles) all should boost sales. Then there are already release games like Monster Hunter and Wii Sports Resort which should also boost sales. The Wii usually always gets a larger holiday boost in relation to regular sales anyway. So unless GT5 is announced for this year, it isn't so easy to make the statement you just did. New Super Mario Bros Wii in Japan alone should outsell FFXIII in each region(not all.)
