Actually, Oblivion starts out as a joke, and can stay that way, but it can become obscenely difficult in the late game if you don't level up "correctly" (i.e. you play as a non-combat character, and focus your stats accordingly). It's hard because it's a broken system, but it's hard nonetheless.
