True, which is why the only real "heavy hitters" on that list are GT5, GoW3, Splinter Cell, and Crackdown 2. The rest are either sequels to games that have already been on the console or new IP's.

I think you're forgetting something.
The thing you're not factoring in there is price. Whilst I fully agree that all four of those games (except Crackdown 2) will push sales (though SC:C and GoW3 won't do much when compared to GT5), other games like Halo: Reach, Fable 3 and Mass Effect 2 could do wonders (again, not GT5-like wonders, but wonders all the same) if combine with price points that didn't exist at their predecessors point of release.

But all three of those go against the mantra you just said. Why would people have been waiting for Halo, Fable, and Mass Effect before buying a 360?

Again, you ignored price.
If one wants those games but couldn't afford them at the price points for the console available at the time of the game's release, they would again consider a console purchase when the next game in the series released if there had been a price cut in between releases.
In the case of Mass effect in particular, we may well be looking at two price cuts in between releases.
