All RPG's can be easy or hard depending of your experience with those kind of games, some people find WRPG's easy, some find JRPG's easy, it all comes down to skill, and how you play the game plays a major part in it because either you play it, trying to explore all possibilites and strategies that the game has to offer, or you can zoom through the game, playing the easiest way the game allows you to do.

Well, you need to get to a certain point where you can equip the top level armor and then leveling up becomes almost worthless. I do think enemies leveling up with you is completely retarded. The city guards shouldn't be stronger than you even though you just saved the world.
