Not true at all. We've had developers come out and say that they don't have to compress anything and leave it in pure quality. Take Resistance 1 and Ratchet for example. Both pretty small games coming in at 16 GB and 24GB respectively. A game like MGS4 filled the 50GB dual layer and had to compress a little bit at the end to fit it all. Certainly a game like MGS and only requires a small amount of compression even with tons of languages right there on the disc.
Also, Uncompressed 1080p video sizes are not a great comparisons. Especially so, that I can get awesome 1080p anime that's 25 minutes long and be under 1 GB.
