It doesn't really matter whether you go from 0-10 or 0-100, it's more about your grading philosophy. If a game is absolutely mind-blowingly awesome and beautiful in every way, but has some minor niggles, does that eliminate it from receiving a perfect score? Maybe, maybe not, depending on how you are grading.
If you want a checklist type review, and each 'category' gets a score, and the final score is roughly an average, then almost no game will ever get a 10.0 (you can use decimal points to give finer detail as well) or 100.
OTOH you could have the opinion that a certain game's greatness is so overwhelming, so majestic, the level design, art, core gamplay, story, the fundamental CREATIVITY is so well done, then who cares whether there are a few minor niggles? The greatness transcends whatever few flaws there are. Then you might give a game 10/10, 100,100, 1000/1000.
Either case is justifiable, just depends on how you in particular rate games.
