When it comes down to it both consoles and PC have this same problem, How many gamers are willingly to pay full price for the games vs the cost of developing them. It's not just the piracy though, it's the fact that the internet makes piracy so easy. People used to pirate music cassettes and CD's too, it wasn't until the internet that piracy really took off.
