Neutral makes perfect sense.
Enemy means that one nation is antagonistic to another. Actually out of that countries downfall.
An ally is one that means that country works with another country for their well being.
A Nuetral country is one that neither works with or against the government of your country but instead on their own for their own goals.
Even if they see their actions as detrimental to our interests they are not working out of malice or directly trying to make things worse for us. So they qualify as Nuetral.
I mean otherwise there is no such thing as a "Nuetral" nation. I mean name one country in the world that doesn't either help or hurt our self interests.
