I think Star Fox's sales value is being a little oversetimated here. The original sold off being the first in a relatively shallow but new genre and having unheard of graphics at the time when trickery 3D games were the in thing. It sold 3 million. Star Fox 64 was bundled with the rumble pack. Nuff said. It sold 4 million. Star Fox Assault had no graphical or peripheral incentive and sold less than a million.
Frankly, with the right marketing and consideration for the expanded market, I don't see why Sin and Punishment 2 can't be for on-rail SHMUPs what the OP is suggesting. What does Star Fox have that S&P2 doesn't? A lineup of animals? Frankly I'd say both don't have nearly the pull a joint venture with Sega to bring Panzer Dragoon back would. Dragons are cool. Sega is cool. The series itself has more consistency in quality titles.
