How does it encourage them to not do what is needed? if you dont complete the main objectives you dont get points that are needed to unlock new things. Sure you can level up just by getting the basic XP, but you will be stuck with the same small group of weapons/perks/attachments that the noobs start off with

Most people sit back camping for kills, you get unlock points fine that way. Is a lot safer than trying to achieve any objective. The game gives no real reason to make anyone want to risk a few deaths to go blow a bunker up or something.

You mean its like any other online FPS? dear god no!
/sigh, this is why I prefer PC FPSs, you get campers, but campers help reach goals by moving their camp spot to locations that can assist the team.. not sit in the background like noobs.
