From my understanding, it's not really a handoff so much as it is that Team Ninja is doing all the heavy lifting necessary to make a full-scale 3D action game, while R&D1 is in charge of the actual creative process. Sort of like how Sora was nominally in charge of Brawl, but Game Arts did a lot of the actual work (though HAL Labs got their name on the box)
But i certainly hope it surpasses Metroid Prime, because then we will have a new best game of all time.
