Anyway, Ursaring is pretty good in UU. Guts+Facade+Toxic makes for a lethal combination on anything that's not a Rock or Steel type.

Smogon lists Ursaring as NU.... are they not the definitive tier guys?

Smogon is pretty much the authority but different communities have different tiers.
