I have had this discussion a couple times with different people and I am very confident in saying your friend has his bar set up improperly.
If you take the time to go through the sensor bar settings in the Wii menu and carefully set it up once you shouldn't have any other issues depending on where you sit in reference to the TV. There should be a good range of positions you can sit and still get good responsiveness if you do it right but there is a sweet spot if you want dead on down the barrel accuracy.
There are only two settings you need to concern yourself with, and they are position and sensitivity. I pretty much keep sensitivity maxed out and position just wants to know if the bar is above or below the TV. Once those settings are done the remaining issue is making sure that your sensor bar is actually centered on your TV. So long as you don't plan on moving it my advice is to measure it out and use the sticky pads that come with it to make sure it stays put. Once you have it set up properly you should have at least a 90 degree arc in front of your TV where you will get good responsiveness and probably larger than that so long as people aren't too close to the TV.
