Isn't he the head Mod?
That more or less would make him the boss.
He's like a "Manager' the owner of a buisness would hire to run the place.
To use a really dorky example... think of it like Ironman or something.
Tony Stark comes up with the badass ideas and expierments for stuff... then he gives them to his workers to build weapons to sell to the government.
Tony Stark see's you... he's just there to bullshit. It's the manager he hires to get shit done.
