There's a bit more to this story than that (read: it's why Yamauchi barred Squaresoft from publishing on the Game Boy for a long time).
And yes, Horii has said Dragon Quest goes to the most popular system.
The problem is, the Wii is floundering in Japan right now, I don't even think its the third most popular system in Japan right now. Most of the Wii's sales came in its first year and it's been declining year to year ever since in Japan.
It is not at all like the Famicom, Super Famicom, Playstation, or Playstation 2 -- the other consoles that Enix put DQ on. If the rule of thumb is the most popular platform gets the next Dragon Quest, then its going to be the DS. The DS is the true successor to the PS2, not the Wii.
