No it does not! International version means they will including a few additional changes to it. This does not confirm that they will be adding English dubs to the Japanese relerase.

No. International means that it's the version released overseas. It features all changes and additions including the English language tracks. This has been the rule since FF7 International. If it's not based on the localized version it's not International.

But those International versions have never had a English language track included in the Japanese release. And being that the Japanese -> American release was so short, how much is different outside of the CG art?

Yes they have. They're English tracks with Japanese subs. KH, FFX, etc. did it with their International/Final Mix versions. It's the tradition and it hasn't been broken. They always use the most recent build of the game when they re-release it in Japan. The most recent builds tend to be the localized versions.

Really now? I remember FFX International not being importable for me until it arrived in Europe because the game was in Japanese.

EDIT: Looking back, it seems I was partially right. All that I see do not have English text, only Japanese. The earlier International versions had no English in them what so ever.
