Capcom are the publisher, they're miffed at their retailers.
I think the important things here are that low sales are due mostly due to store chains still being in "durrrrr... the Wii has no good games durrrrr..." mode, so sales improving over the opening week as well as decent legs are still possible, and Capcom is not disappointed with sales. It was a relatively low-budget game in a very niche genre anyway, so they probably weren't expecting much more than 500k or so.
We're definitely going to get more quirky original games like this on the Wii, but I think most of them are going to end up as Wii Ware titles, both to save money and to avoid goof-ups like this
