Not sure I get the reasoning here...

We don't know if they will be taking a loss on it or not, Nintendo could be sending them the bundles at a reduced price, and even if they are, tey may feel that its better to take the loss on the bundles due to increased foot traffic to their stores and higher software sales, and to make room on shelves for new bundles in the future
