More in most cases. The biggest N64 cartridge was 64 MiB (and games like Conker did use voice acting on them), DS cards have already been made with 256 MiB. The disadvantage is that DS cards are slower, hence the system having loading times when the N64 didn't.
Edit - However, the amount of dialogue in Another Code is quite high, so there may not be enough space. Personally I don't care, and since it's expensive it's probably not worth it for the developer. I do want acting in Zelda Wii though, Nintendo can afford it and a full TV has good enough speakers to really take advantage of it.
