No, you can.  I just don't think you can using the Wiimote because there's no set button.  You might be able to make 'B' the set button, but I didn't play around with the button configurations and instead just reached for my Cube controller.

You can make any button out of A, B, 1, &2, (on the wiimote, not directional pad obviously) the fixed button, just push the button you want as set button with the player 1 set high-lighted. Konami really needed to set a different control scheme for Contra Rebirth's wiimote default control, I can't believe how many people can't figure out they can set a fix button for wiimote.

Using 'A' or 'B' as the set button would take some pretty nifty dexterity on the part of the player.  Not very practical!
