I don't think RE5 should be on the list at all [well atleast not in the top 3]. Sure, it wasn't the best game ever at survival horror, but it was a damn good action game imo.

Also Moleneux does overhype a lot. But the fable still ends up very good. Fable 2 was a very solid game and I'm sure it disappointed VERY FEW fans.

This list isn't about how good these games were.  It's about how good they were in comparison to expectations.

people expected RE5 to be the PINNACLE of this gen like RE4 was one of those defining games of last gen

but RE5 was "just another shooter"

thats a MASSIVE fall from expectations right there

I suspect GTA4 isn't there because of its criitic reviews......the FANS are disappointed

but the critics weren't obviously.....or were "paid" not to be
