Or they have other priorties. Does the gameplay of Metal Gear Solid suck because that isn't the focus?

Can't really compare to two, because the comparison you're making is saying that you can't focus on both.

Main FFs usually put a strong focus on story, but the gameplay is still good. They also focus on other aspects of the game by putting tons of polish, etc. 

Same thing could be said for FFCC. The priorty is gameplay while the story is still good. I don't where you are going with this.....
