Good question. It's like there's no effects applied to the trees or any other textures. It looks almost like cell-shaded graphics. There is no good reason to make Le Mans track look 'cartoon' like that lol, so it must be from an unfinished version or something.
If you watch closely you will see that the car models look good though.
