Ragiakurusu is a blue Sea Serpent/Crocodile-like Leviathan that mostly dwells in the sea/deep bodies of water and comes onto beaches to sunbathe. Certainly not a pokemon. By "bigger than Ragiakurusu" they meant it was BIG.
