If that's what you were arguing all along, you certainly managed to confuse me. There's an option for that on Xbox Live, and possibly the Playstation Network (although I'm not sure on that). If you want mute as a default, you can do that. But what you suggested was that you have to add people to your friend's list to be able to talk to them and play with them. That's fine for some place like Facebook, where your personal info is right on display. But this is a gaming service, where people play together and voice chat is useful.
