I think RROD is bigger than 23% of consoles, but that store only covers the consoles that were purchased there under their plan.
So technically a console you got back from microsoft repair center and got broken you wouldnt take it to that store.
A friend of mine has had to send his xbox360 8 times to microsoft because of RROD, and they were different consoles.
Also we can never know, because the consoles sent back to you are most likely repaired.
