Seriously, this. For L4D inparticular: No dedicated servers, no mods, no 8v8 versus, no user made campaigns (there's some great ones). Not only do you pay just to connect to other users, but microsoft's restrictions and the general inflexibility of console gaming mean you are missing out on part of what makes valve games so awesome.
I understand why microsoft does it. They pioneered the model on the xbox and carried that success over to the x360. XBL was created during the infancy of console online play, and people were and still are receptive to a paid online model. However, with online services available for free on every other platform, I won't consider buying any microsoft console until online play is free.
