GTA IV proved reviews aren't about the games anymore. GTA IV was supposed to be the savior of hardcore gaming (see the gushing about how GTA IV brings this world to life), while the "casual" Mario Kart Wii got roasted.
So unless the reviewers have some agenda, they aren't giving these games perfect scores.
A flashy-first game is awesome when it comes out. A great-first game is awesome forever.
