Based on the PC versions, CoD4.
If was to compare console versions it'd be a different story. Whilst Bioshock has some of the best water effects I've ever seen, the characters still look a little bit too much like plastecine. CoD4 on PC looks amazing with the large outdoor environments, with lots of action happening on screen. On consoles though, it just doesn't look as good (assuming similar res). Bioshock looks virtually the same on both PC & consoles. So, but comparing the best versions, CoD4.
