They expected 2 million copies for Bionic Commando. Capcom had a lot of great expectations lately.

well 1.5 million actually for bionic commando, and it looks like they are stuck at 550k. 

As others have said the MH number is WW, and Capcom has said they want to make it popular in the west so we don't know what they were expecting for Japan. 

Well, they spent a lot advertising MHFU on PSP and while sales did improve, they still aren't very good.

Japan is the opposite of the west though in this case.  A game like MH will do better on consoles then on handhelds in the west, people love online multiplalyer on consoles.  the PSP is especially hard to move software on, it's not really surprising.
