Well, I guess it depends on how you look at it. From my point of view, I'd say they'd lose potential money by making shovelware instead of quality games. It's all about opportunity cost!
The percentage of shovelware games on the Wii is higher, true! The Wii is more popular and selling more software than the PS2 did, so there has to be more games. Unfortunately, most of them suck, since so much more effort is spent on the HD consoles. It's getting better over time, though it probably won't ever reach "normal" levels. The Wii's successor shouldn't have this problem, though... (theoretically).
