True, but Okami released very late in the gen. Plus it had no hype, and it was even more niche than HR. I believe it sold well over ½ a mill though (uncomplete VGC data) 750k maybe.
EDIT: According to this Okami sold 200K for PS2 in 2006 alone in NA. http://www.edge-online.com/features/the-games-people-buy-2007?page=0,5
