they announced damage DLC for Prologue months before its release - it's been almost 2 years since the game launched in japan and there's still no damage and we're talking bout 70 cars.

You miss understand...

All cars have exterior damage. Only 170 will have interior.

 

It's also interesting to hear that Polyphony might be testing the damage out on gamers, since Yamauchi-san adds "we’re interested to know how far the players want to go."

This quote means no full damage on all cars.

1. Only 170 cars have damage.

2. So far it's only partial damage on the 170, depending on "how far the players want to go" on the damage.
