Yeah, there was an article a while back where it mentioned they actually wanted to put him in the game but essentially couldn't find a way to implement him. It also mentioned von Karma, but I would guess both don't make it in.
I'm not sure the Pizza Cats make it in at all - I think Namco-Bandai owns about 50% of the rights to those characters and Capcom has more or less stayed with franchises and characters they don't have to pay additional lincensing fees for.
