I think that they could make a game without him... but they got to put him in the end...
Like some other guy steal the triforce... use it... then link kick his ass then the triforce fall in the end of ganon again and he transform...
The other main reason why Ganon is the main vilain is that he has 2 form easily put in a game... Ganondorf and Ganon...
You know... videogames clichés.... the last boss always has more than a form !
