Use of artificial rare candy i wouldn't consider cheating (especially since it's only going to hurt you in the long run), directly messing with EV's/IV's, or assigning either illegal moves (like giving an Empoleon Megahorn), or just assigning breed-only moves, those i would consider cheating.
Hell, i wouldn't consider making many copies of certain TM's cheating.
