Not quite, only one disk is really needed for verification purposes. Say you need to have disk one in the machine to play but then can have 2 and 3 installed. Then no disk swapping would be neccessary.

Whatever it is, its possible, as in data can be placed on the HDD, with the essential files on the discs needed to play them.
Regardless MS wont allow it, Forza 3's second disc is being passed off as 'DLC,' my guess is those that dont install it can still play the first disc only without the extra tracks.
