I retract my statement, it seems the 1.5 million is regarding old shipment figure for 2G which I've mistaken for new news. As we have no projected shipment figure from Capcom, there is no measurement for expectation and no relative definition of failure in this case.

The game shipped 1 million units on Day 1 which means the expectations were quite high by Capcom and retailers.

Do you know when they expected to sell them by? No? Then stop talking. The month isn't even by. By the end of the month it'll be at 900k.

Also, you do know Capcom isn't the one who decides to ship the amount of copies right? Retailers overestimated standalones but the bundle's drop is slow.

You think MH3 will be at 900k by the end of August? That's ~230,000 in 3 weeks. How much are you willing to bet it hits 900k, because I will put up almost anything to take you up that it won't hit 900k by the end of August.
