Personally, I would agree. I'm not sure he does: the emphasis of the game is definitely on the "make your own levels" part, rather than on what comes out of the box, which is why I suspect he'd put it in the former category. I could be wrong about his opinion, though. Having played it, I know there's actually plenty of content already there, so I'd say it's more of a full-game with a robust level editor myself.
