You can ring Sony and have them reset the PS3 back to zero shares.
You have to explain why you want to do it though, because if they suspect you simply want to share more files with other people, as far as I know, they won't allow it. In your situation you could just explain you've bought one second-hand.
That was the situation 6 months ago as far as I know. Sony may have changed how they run things at this stage.
