Out of Internally owned Studios the only ones that I see are completely free is Guerrilla Games, and that's because they just recently said that they're done with KZ2 DLC.
Also SONY Blend. Their last game was Resistance Retribution on PSP. Which released in march. If this game in Question is a PSP game on and not a PS3 game, I could definatly see them making it at the same time as Resistance.
Everyone else seems to be working on something...
They do seem to have quite a few free second party devs though
