How would that stand out better than a freaky, frozen girl? A (mostly) plain black cover doens't exactly scream buy me. A cover is a from of advertising. 

not EXACTLY like it, but that "Freaky" girl doesn't look as Silent Hill-ish freaky.

i dont know it just doesn't feel like scary being frozen with a doll-like head.

That boxart isn't scary its like 90% black. At least this is artistic.
