Well a lot of the games I feel are poorly implemented or just simply throwaway titles altogether, but there is definitely enough content to warrant $10. I do agree there are much better ways to spend $10 on the VC though, but I feel a good majority of the expanded audience might differ in opinion.
You have to understand also, it benefits from the times people couldn't find standalone Wiimotes on the market. When Wii Play first came out, the Wiimote was ridiculously difficult to find and Nintendo packaged most of their stock in with Wii Play, making it your only option. I can imagine there's more than one person here that has been forced to purchase Wii Play more than once just to get a third or fourth controller for their Wii.
