Excellent thread! I'll admit that I haven't put as much thought into the matter, so I'll mull it over a bit before posting my own thoughts and opinions.
E) The solution is very simple actually. Write an international law that makes the ISP an accomplice in the crime of unauthorized reproduction and distribution. Watch what happens after that.
That IS a simple solution, but the cure would be worse than the disease.
Leaving aside the impracticality of forcing ISPs to monitor the mounds of data they transfer at clients' requests, and how you'd have to have this law in all countries, there's also the fact that it would require a radically different change in how we view criminal law. Being an accomplice to a crime requires much more than passively selling an approved object and later having the consumer abuse said product, which is in essence what we have here. Changing that would scare the bejeezus out of me.
