Nintendo has already said they're cutting back on Virtual Console with the Wii, in favor of WiiWare services, which are more popular (and generate much more profit).
I highly doubt they're going to try to push a similar service for the DSi. Simply because the DS doesn't need it. The reason Wii needed a Virtual Console type service was because in its first year, it had hardly any games and needed a good boost of past Nintendo titles to generate attention and placate the 'hardcore' gamers. The DSI doesn't have that problem, with tons of existing DS games and a growing DSiWare support.
