360 games don't even use MS servers as hosts. They are using P2P for online gaming just like many PC games so basically they are using your own console as server while gaming. MS doesn't even have dedicated hosts for online play so basically MS charges for something which cost them almost nothing at all.

Actually, MS provides the server infrastructure for P2P matchmaking.  There are master servers that contain a list of all clients looking for matches and then provide the means to connect them.  MS provides this for developers.  MS also provides the TrueSkill ranking system to help with the P2P matchmaking aspect.
