Sony "pleading" with Third-party Devs?

I know they were retarded about third parties in the SNES era but I thought that had passed?

 I believe that it has as well.

 I can see Sony being desperate for stronger 3rd party support. But pleading seems to show a lack of confidence in your platform, not sure if that is a good move if it is found to be true. I suppose we'd need more info before making any conclusions anyhow.
